1 lb lean ground beef 1 cup chopped green bell pepper 1/2 cup chopped celery 1 cup chopped onion 1 cup rice, uncooked 1 14-oz can tomatoes 1 1/2 tomato cans of water 1/2 teaspoon salt or to taste 1/8 teaspoon pepper or to taste
1. Brown beef on stovetop; drain. Add salt and pepper.
2. Add remaining ingredients one at a time in order listed. Do not stir.
3. Cook over medium-high heat for 10 to 12 minutes.
4. Remove from heat and cover; let sit for about 45-55 minutes, or until rice is done.
